한국의 국제개발원조 조달시장 진출 정책

본 논문은 한국의 기업과 기관이 국제개발원조 조달시장에 대한 참여를 확대할 수 있는 방안을 연구함을 목적으로 한다. 한국의 국제적 위상이 제고됨에 따라서 한국은 대내외적으로 공적개발원조를 확대하여야 한다는 압력을 받고 있다. 원조규모가 확대됨에 따라서 원조를 효율적으로 사용하는 것과 함께 상호호혜의 원칙에 따라서 실용적으로 활용하는 것도 중요한 과제로 등장한다. 실용적 활용의 중요한 방법 중의 하나가 한국이 국제개발원조 조달시장에 적극적으로 진출하여 수주를 확대하는 것이다. 따라서 본 논문은 한국이 국제개발원조의 조달시장에서 차지하는 현황과 문제점을 분석하고 조달시장에 대한 진출을 확대할 수 있는 정책을 논의한다.

This paper analyzes the size of the procurement market in the international official development assistance programs and projects, estimates the current situation of the Korean enterprises’ share of the procurement markets, and discusses strategies and policies for enhancing the level of Korean enterprises’ participation.
