I. 우리나라의 환경영향평가

ODA분야의 세이프가드(safeguard)란 아주 쉽게 표현하면 환경영향평가(Environmetal Impact Assessment, EIA)와 사회영향평가(Social Impact Assessment, SIA)를 통합한 것이라 할 수 있다. 즉 개발사업으로 인해 발생되는 환경영향과 사회영향을 최소화하기 위해서 원조기관과 수원국이 해야 할 절차를 규정한 것이다. ODA분야의 세이프가드를 알아보기 전에 먼저 우리나라의 환경영향평가에 대해서 알아보고자 한다.
