1. 들어가며

ODA 규모가 증가하고 국민의 우리 정부의 ODA 활동에 대한 관심이 높아지면서, 개발협력 사업에 대한 모니터링 및 평가의 역할이 점차 강조되고 있다. 국민, 국회 등 관련 이해관계자들이 개발협력 사업의 성과에 대한 보다 많은 그리고 질 높은 정보를 요구하고 있는 것이다. 이러한 수요를 충족하기 위해서는 전반적인 개발평가 시스템 강화가 필요한데, 이와 더불어 개발협력 사업을 수행하는 개인과 조직의 역량강화도 필수적이다.
