1. 서론

공적개발원조(Official Development Assistance, ODA)의 역사가 반세기를 넘었음에도 불구하고, 원조효과성에 대한 논쟁은 여전히 지속되고 있다. 원조지원에 힘입어 지속적인 경제성장을 이루고 있는 국가들이 있는 반면, 큰 규모의 원조지원이 지속되고 있음에도 불구하고 여전히 많은 수의 수원국들이 극빈곤에서 벗어나지 못하고 있다. 원조가 효과적이라고 주장하고 있는 학자들이 있는 반면 (예 : Sachs, 2005), 또 다른 학자들은 원조는 효과적이지 않다고 비판하고 있으며 (예 : Calderisi, 2006; Easterly, 2006; Moyo, 2009), 일부 연구에 의하면 원조는 올바른 정책적 환경이 갖추어진 국가에서 효과적이라고 보고하고 있다 (예 : Burnside and Dollar, 1997; World Bank, 1998).
