I. 문제제기

정부는 2008년도 공적 개발원조(ODA: Official Development Assistance, 이하 ODA) 예산을 1조 85억 원으로 확정함으로써 처음으로 그 규모가 1조원을 넘어서게 되었다. 이는 국민순소득(GNI)의 0.1% 수준 으로 경제협력개발기구(OECD)의 개발원조위원회(DAC： Development Assistance Committee, 이하 DAC)의 권고사항인 0.7%에 한참을 못 미칠 뿐 아니라, DAC 회원국의 평균인 0.3%에도 근접하지 못한 결과이다. 세계 13위의 경제대국으로서 부여되는 책임과 의무를 제고하기에는 부끄러운 수준이지만 지난 정부를 이어, 이명박 정부에서도 국제개발협력에 대한 지속적인 관심과 ODA 확대에 관한 약속 이행을 확인시켜주는 실천이라는데 그 의의가 더 크다고 볼 수 있다.
