1. ‘안보 시스템 개혁과 가버넌스’ 채택

■ 2004.4.14-16 DAC 고위급 회의에서 폭력으로부터의 보호는 인간의 생존 및 지속가능한 경제, 사회, 정치 발전에 필수적임을 인식하여 분쟁을 방지하고 평화를 구축하기 위한 정책과 활동을 발전시키기 위해 안보 시스템 개혁(Security System Reform) 에 관한 ‘안보 시스템 개혁과 가버넌스: 정책과 올바른 실행’ 채택

■ 동 정책 보고서는 안보를 보장하는 것은 정부의 책임으로써 안보 시스템 개혁(SSR)이 민주적, 평화적인 분쟁 해결방안을 제시함 으로써 장기적으로 불안정, 분쟁과 취약한 가버넌스 해결에 기여할 것이라고 명시

- SSR의 기본 원칙, SSR 활동에 대한 10개의 권고 조항 포함
