1. 머리말

밀레니엄선언이 채택된 이후 2015년까지 빈곤층을 절반으로 줄인다는 목표하에 개도국 빈곤퇴치문제가 국제개발협력의 최대 이슈로 부각되고 있다. 이에 따라 대부분의 국제기관과 원조공여국들은 원조규모의 증대와 함께 원조정책의 기본방 향과 시스템을 큰 폭으로 개혁하면서 개도국의 빈 곤퇴치에 실질적으로 기여하기 위한 다양한 방안 을 모색하고 있다. 특히 국제적으로 성과중시형 ODA가 강조되면서 주요 선진국들은 지원기준 및 절차를 체계화하고, 개별사업 중심에서 정책, 프로 그램 및 부문별 평가체제를 적극 도입하고 있다.
