Ⅰ. 서론

지속가능개발목표(Sustainable Development Goals, SDGs)는 과학기술혁신을 중요한 이행 수단으로 제시하고 있다. 국가발전에서 과학기술혁신역량의 중요성은 주지하는 사실이지만, 국제사회 차원에서 공동의 문제해결을 위한 수단으로 과학기술혁신을 제시한 사례는 찾아보기 어렵다. 이것은 국제개발협력 패러다임의 변화를 의미하지만, 한편으로 과학기술혁신 자체의 패러다임 변화로도 해석할 수 있다. 과학기술혁신의 역할범위가 개별 국가의 발전을 위한 수단에서 국제 사회의 개발문제 해결을 위한 수단으로 더욱 확장되었기 때문이다.
