Ⅰ. 서론

글로벌 차원에서 지속가능발전목표(Sustainable Development Goals, 이하 SDGs)의 이행을 모니터링하기 위한 골격이 거의 갖추어졌다. 2015년 9월 국제연합(United Nations, 이하 UN) 총회에서 17개 목표(goals) 및 169개 세부목표(targets)가 채택된 데 이어, 이 목표들의 이행 진척도를 측정하고 평가할 수 있는 241개 지표(indicators)가 올해 3월 UN통계위원회에서 통과되었다.²⁾ SDGs에 관한 기관 및 전문가그룹(Inter-Agency and Expert Groups on SDGs, 이하 IAEG-SDGs)이 UN통계처의 작업을 이어받아 지난 1년간 공개적이고 투명한 방법을 통해 이 지표를 개발하였다(UN, 2016).
