Ⅰ. 원조투명성 논의의 흐름

1. 원조투명성의 개념과 필요성

원조투명성은 2005년에 시작된 원조효과성 정책 담론에서부터 2011년에 형성된 부산글로벌파트너십에 이르기까지 원조의 효과성을 높이고 개발성과를 향상시키기 위해 공여국들이 이행하기로 합의한 국제사회의 대표적인 과제 중 하나이다. 원조 투명성은 일반적으로 정보에 대한 총체적인 접근성과 이용가능성을 의미하며, 정부가 실시하는 원조활동에 대한 책무성을 높이고 시민들의 참여를 보장할 수 있도록 원조 정보가 시의 적절한 시기에, 체계적이고 상호비교 가능한 상태로 제공되는 것으로 정의할 수 있다.
