I. 시작하며: 빈곤 중심의 새천년개발목표(MDGs)에서 지속가능발전목표(SDGs)로 전환

유엔이 2000년부터 2015년을 목표로 추진해 온 새천년개발목표는 이제 지속가능한 발전목표로 전환되고 있다. 2012년부터 본격화된 지속가능발전목표 협상은 이제 막바지 단계에 이르고 있다. 유엔은 지난 2014년 9월 사무총장의 종합보고서 (Synthesis Report)를 발간했고, 2015년 1월부터 정부 간 협상을 시작으로 올해 9월 유엔 총회 특별정상회의에서 지속가능발전목표를 채택할 예정이다.¹⁾
