I. 들어가며

톨스토이는 ‘안나 카레리나’에서 행복한 집안은 다 비슷해 보이지만, 불행한 집안은 그 이유가 다 다르다고 말했다. 불행을 만드는 어떤 요소가 하나라도 있으면 불행해지기 때문에 행복해지려면 모든 불행한 요소를 피해가야 한다는 통찰인데, 이는 국가의 행복과 불행에도 적용되는 듯하다.
