1. 머릿말

국가협력전략(Country Partnership Strategy, CPS)은 국별 지원의 전략적 방향성을 제시하고 중점지원분야를 선정하여 원조효과성을 높이기 위한 수단으로, 원조의 성과기반관리(Results-Based Management, RBM)를 위해 가장 기본이 되는 전략 문서이다. 우리나라는 2010년에 발표된 <국제개발협력 선진화 방안>에서 원조시스템의 효과적 개편방안의 일환으로 무상원조와 유상원조를 모두 포함하는 통합전략의 수립이 언급된 이후, 유무상 통합 중점협력국(26개국)을 선정하고 이들 국가에 대한 CPS 수립을 금년 8월에 완료하였다.
