I. 수립 배경 및 필요성

1. 취약국 논의 등장 배경

2000년대에 들어 국제개발협력이 새로운 국제질서와 안보를 위한 주요 이슈로 부각되고 있다. 특히 2000년 세계 약 190개 국가들이 새천년개발목표(Millennium Development Goals, 이하 MDGs)라는 인류공존을 위한 새로운 목표를 제시함으로써 국제사회의 원조에 대한 관심 및 참여를 더욱 촉구하게 되었다. 그러나 2015년이 가까워 오고 있는 가운데 과연 MDGs 목표 달성이 가능할 것인가에 대한 회의적인 논의가 대두되고 있고, 그러한 시각의 원인중 하나가 분쟁 및 취약국의 현실에서 나오고 있다. 이들 국가에서의 열악한 환경과 국제사회로의 부정적인 파급효과는 MDGs 달성과 관련한 핵심 이슈로 부각되었다.
