1. 문제의식: 왜 사회적 기회와 안전망인가?

인류의 경제적 성장지향에도 불구하고 해소되지 않고 있는 ‘지속적 위기(permanent crisis)¹⁾’ 는 국가단위의 효과적인 사회보호·안전장치의 마련을 요구하고 있다. 특히 개도국 사회가 사회 보장제도, 안전망 프로그램의 부재 속에서 경제위기, 사회 갈등과 같은 예상치 못한 내·외부 충격이 가해지면 단기적으로 그 사회는 위험상태로 빠질 수 있으며, 복구될 수 없는 상황에 이르게 될 수도 있다는 경험은 사회적 기회(Social Opportunity) 및 안전망(Social Safety Net) 구축의 중요함을 일깨워주고 있다.
