I. 서론

평가는 활동, 정책, 또는 프로그램의 가치나 의의를 판단하기 위한 과정이다. 이는 일회적인 활동(Activity)이 아니라 더 나은 방향으로의 발전을 위한 과정(Process)의 일환으로 이해되어야 한다. 이와 같은 맥락에서 평가의 진정한 가치는 ‘어떻게 평가를 실시하느냐’ 가 아니라, ‘평 가결과를 어떻게 활용하느냐’ 에 따라 결정된다. 그럼에도 불구하고, 우리는 많은 경우에 평가 후 평가결과의 활용보다는 평가 방법 및 절차 등 평가 수행과정 자체에 더 많은 노력을 기울이 는 오류를 범한다.
