I. 서론

1980년대 후반부터 NGO 등 시민사회단체 (civil society organizations)는 국제개발협력에서 그 역할을 증대시켜왔다. 시민단체는 공적개발협력기관보다는 제공하는 원조의 규모에서는 적지만, 그 규모가 증대하는 속도에서는 공적개발원조 (ODA)를 능가하였다. OECD/DAC의 통계에 의하면 1995/6년에 시민단체가 제공하는 사적개발원조는 공적개발원조의 10%에 불과한 규모였지만, 그 후 점차 규모를 증대하여 2008년에는 공적개발원조의 19% 수준에 달하였고, 2009년에도 18% 수준을 유지하고 있다.
