Ⅰ. 서론

1960년대 후반, 선진국과 저개발국간의 빈부격차가 심화되면서 국제사회 구성원 중 가장 취약한 국가들에 특별한 관심을 가져야 한다는 문제제기와 더불어 유엔은 최빈개도국(Least Developed Countries, LDCs)이라는 용어를 사용하기 시작했다. 최빈개도국을 분류하는 기준은 1인당 국민소득 900달러 미만에 중등교육 수준, 성인 문맹률, 평균수명, 칼로리 섭취량, 경제구조의 취약성 등으로 유엔 경제사회이사회(ECOSOC)은 이를 토대로 3년에 한번 최빈국 명단을 작성한다.1)
