I. 머리말

환경 분야에 대한 투자는 지속가능한 발전의 틀내에서 개발도상국의 정치, 경제, 사회적 여건을 개선하기 위해 필요하다.¹⁾ 환경의 지속가능성은 지속적인 경제 성장을 보장하며, 이는 효과적인 지속가능발전과 천년개발목표(MDGs)의 달성에 필요한 정치적 안정을 지원한다.²⁾ 환경 분야 원조 규모가 증대됨에 따라, OECD/DAC 회원국들은 건별실적보고(CRS) 통계와 정책마커를 활용하여, 환경의 지속가능성 요소를 지닌 ODA(환경마커 부여 사업)와 리오협약의 목표달성을 목적으로 하는 ODA (리오마커 부여 사업) 동향을 파악해 오고 있다.
