부산 개발원조총회(HLF4)와 세계시민사회의 대응전략 : Better Aid와 Open Forum을 중심으로

Ⅰ. 들어가며

2011년 11월 30일부터 12월 2일까지 3일간 개최되는 부산 개발원조총회(HLF 4) 본회에 OECD회원국 대표, 개발도상국과 국제기구의 공식대표단 외에 300명의 시민사회대표들이 공식적으로 참여할 예정이다. 이는 지난 2008년 아크라에서 개최된 제3차 원조효과성 고위급회의(Third High Level Forum on Aid Effecitveness, HLF3)에서 80명의 시민사회대표가 본회의에 등록하고 참가한 것에 비해 시민사회의 참여가 비약적으로 확대되었음을 보여준다.
