Ⅰ. 들어가는 글

2000년대 이후 공적개발원조와 관련해서 빈곤친화적 성장을 촉진하는 것이 중요한 의제로 부각되어 왔다. OECD/DAC 산하에는 1998년부터 빈곤네트워크(POVNET)가 구성되어 활동하고 있고, UN은 2015년까지 하루 1달러(US$) 이하로 생활하는 극빈층을 절반으로 줄이는 것을 가장 우선적인 목표로 한 새천년개발목표(Millenium Development Goal, 이하 MDG)를 2000년에 선언하였다.
