Ⅰ. 서론

본고에서는 개발협력 공여기관들이 크로스 커팅 이슈로 빈곤을 다루기 위해 필요한 배경 정보를 제공하고자 한다. 빈곤이라는 주제를 다룰 때 공통적인 관심사는 빈곤의 주체 및 현황, 그리고 이러한 빈곤문제를 다루기 위한 정책수단이 무엇인지 하는 것이다. 따라서 본고는 먼저 빈곤의 개념과 측정법을 간략히 설명한 후, MDG 달성 현황을 중심으로 한 국제적 빈곤현황과 동향에 대해서 논하겠다. 다음으로 빈곤 감소를 위한 주요 접근법과 이니셔티브(Initiative)를 분석 한 후 특히 OECD DAC Povnet에서 다루는 빈곤층 친화적 성장과 빈곤감소를 위한 공여국의 역할을 알아보겠다.
