I. 서언

2010년 10월 5일, 미국의 브루킹스 연구소 산하 국제경제개발연구원과 국제개발센터는 〈ODA 질 적 평가 보고서(Quality of Official Development Assistance Assessment)〉를 발간했다. 본 보 고서는 “원조 효과성에 대한 진정한 평가는 곧 사람들의 삶의 질이 향상되는 것”이라는 파리선언 (Paris Declaration)의 정신에 입각하여, 국제 공여사회 원조의 질적 수준을 진단·평가함으로써 향 후 질적으로 향상된 원조를 수행할 수 있도록 독려하는 것을 목적으로 하고 있다.
