I. Introduction

The last decade has witnessed an upsurge of South-South exchanges in development cooperation. According to an assessment by the United Nations Economic and Social Council (UN ECOSOC), the global volume of South-South cooperation (SSC)1) would be around USD 9.5 billion to 12.1 billion in 2006. It corresponds to 7.8% to 9.8% of total official development assistance (ODA) flow, and an increase from 5% in the 1990s. (UN 2008: 9-11) Leading emerging donors as China, India, Brazil and South Africabecame power players in development cooperation, often outweighing many traditional donors in terms of scale.
