Ⅰ. 공동연구 추진 배경

○ 우리 정부(외교통상부)는 2011년도 하반기 부산에서 ‘제4차 원조효과 고위급회의(HLF4)’를 개최할 예정

○ HLF4에서는 현재 ‘원조효과성 향상 국제 파트너십’의 근간이 되고 있는 파리선언(2005년 HLF-2에서 채택)을 발전적으로 계승할 새로운 선언이 채택될 예정이며, 동 선언은 파리선언의 후속 파트너십 체제에 관한 상세한 내용을 담을 예정

○ 한국은 개최국가로서 HLF4 준비 집행위원회를 주도하고 있으며, SD에 담길 파리선언의 실질적 성과와 향후 파트너십 구상(안) 등의 컨텐츠 발굴을 주도해야 함.

○ 동 컨텐츠 발굴의 일환으로 KOICA는 JICA, 브루킹스 연구소와 함께 ‘서울 원조효과고위급회의 준비 공동연구’를 추진하게 됨.
