I. 서론

21세기에 접어들면서 개발협력 관련 논의는 새천년개발목표(Millennium Development Goals, MDGs) 달성, 원조효과성을 위한 파리선언 이행 등을 중심으로 이뤄지고 있다. MDGs는 ‘경제성장 및 사회기반시설 확충이 빈곤감소에 기여한다(trickle-down effect)’는 개발협력의 기존 관점이 아 닌 빈곤문제 자체를 대상으로 하는(targeting) 개발협력의 필요성에 대한 인식을 높였으며, 파리선 언은 개발협력에서 수원국, 공여국 및 여타 이해관계자의 파트너십(주인의식, 원조일치, 원조조화 등)이 궁극적으로 원조효과성 증진에 기여한다는 공감대를 형성하고 있다.
