1. DAC 개혁논의의 배경

OECD 개발원조위원회(DAC)는 2010년말에 동 위원회의 맨데이트 개정¹⁾ 을 검토하기로 되어 있으 며, 이와 함께 2007년 OECD 이사회의 DAC 심층평가(In-Depth Evaluation of the DAC) 권고에 의해 ‘DAC에 대한 전략적 개혁방안 검토(Strategic Reflection Exercise)’ 를 실시, DAC이 국제개 발환경에서 보다 적절한 기관으로 개선되는 방향을 정하기로 되어 있었다.
