I. 머리말

일반적으로 PPP 는 민관협력(Public Private Partnership)의 약자로 우리나라에서는 민관 협력 또는 공공-민간 파트너십이라 한다. 여기서 공공(Public)이란 중앙정부 및 지방정부를 포함한 정부차원의 공공자원을, 민간(Private)이란 민간 기업을 중심으로 한 민간부분의 자원을 의미한다. 그리고 PPP는 넓은 의미로 수익자(고객)인 지역주민을 파트너로 참가시켜 정부, 서비스 제공사업자, 수익자의 Win-Win-Win 관계를 성립시키는 사업을 의미한다.¹⁾
