I. 배경 및 필요성

1. 필리핀 농업 현황

필리핀은 높은 성장과 개발 잠재력을 보유하고 있으나, 저성장과 누적된 외채 등으로 인하여 여전히 빈곤국가에 속해 있는 상황이다. 2003년 기준, 필리핀의 산업구조에서 GDP의 약 20%가 농업부분과 직접 관련이 있으며, 이중 약 30%는 농업관련 산업 및 서비스와 간접연관이 있을 정도로 농업이 차지하는 비중이 크다. 농업부문 종사자는 인구 대비로는 총고용의 약 39%를 차지하며, 31백만명으로 추산되는 필리핀 빈민 중 69%인 21백만명이 농업부문에 의존하고 있는 실정이다.
