I. 서문

최근 국제곡물가의 급등 등으로 인해 세계 식량문제에 대한 위기의식이 고조되고 있다. 식량문제는 어제 오늘의 문계가 아니지만 곡물가의 급등으로 인한 파급효과가 미국 등과 같은 선진국을 포함, 세계 전역으로 번지고 있어 단순한 식량위기의 문제가 아닌 “식량안보” 라는 용어까지 대두될 정도로 심각하다. 세계식량계획 (World Food Program： WFP) 조셋 시란 사무총장은 현 식량위기가 식량수입국, 개도국, 저소득계층, 취약 계층에 쓰나미의 파고와 길은 재난을 준다는 점에서 “조용한 쓰나미(a silent tsunami)”라고 비유하기도 하였다.
