I. 서론

국가간에 물리적인 국경이 낮아지고 상호의존이 심화되면서 일국의 문제가국제사회의 문계로 쉽게 전이되곤 한다. 지구화시대의 주요한 문제와 도전이 이처럼 한 나라의 국경 내에 머물지 않고 확산됨으로써 이러한 문제와 도전의 해결책이 일국이 아닌 국제사회 전체에 의해 마련되지 않을 수 없게 되어가고 있다. 따라서 국제사회의 문제해결 방식으로서 다수 국가간의 협력을 의미하는 다자주의(multilateralism)의 중요성이 증대하고 있다.
