서론

김성환 외교통상부 제2차관을 수석대표로 하는 우리 정부 대표단은 5.20(화)-21(수) 이틀간 파리 OECD 본부에서 개최된 OECD/DAC 고위급회의(High Level Meeting： HLM)에 참석하였다. 금번 고위급회의는 원조효과에 관한 파리선언(2005) 이행을 위해 공여국의 정책 메시지와 수원국이 요구 하는 6가지 원조효과 제고 이슈에 대한 공여국의 입장을 조율하였다. 특히，우리나라는 DAC 비회원국으로서는 유일하게 OECD 원조개혁그룹(Reflection Group)에 참여하게 되었으며 이는 2010년으 로 예정된 우리의 DAC 가입을 OECD측이 적극 지원함과 동시에 우리나라를 DAC 비회원국의 대표 로서 개혁그룹에 참여하도록 하는 DAC의 의지가 반영된 것으로 평가된다.
