I. 서 문

세계는 하루가 다르게 변하고 있다. 삐른 변화 속에 국제사회를 위협하는 위기과제들도 변하고, 이름 해결하기 위한 국제사회의 노력도 보다 나은 성과를 도출하기 위해 변화를 거듭하고 있다. 2000년 발표한 새천년개발목표(MDGs) 이후 ODA름 둘러싼 이슈 등은 보다 다각화되었다. 2005년 원조효과성에 관한 파리선언, 2008년 9월 아크라 고위급 포럼 등으로 이어지는 일련의 큰 국제적 합의들로 원조의 패러다임이 변화되고 있다.
