Ⅰ. 민관협력 활성화의 국제적 동향

최근 국제사회에서는 UN 개발재원회의, 파리 선 언, 결과중심의 관리(Result Based Management : RBM) 등과 같이 원조의 효율성제고와 함께 개발 원조의 질적 개선을 위한 다양한 방안이 모색되고 있다. 그리고 그러한 노력의 일환으로 개발주체와 개발지원방식 또한 다양화되고 있다. 즉, 이는 지 금까지 정부기구가 중심이 되어 온 ODA 사업을 기업 및 NGO/NPO, 대학 등과 같은 다양한 민간 주체와 협력하여 실시함으로 대외원조사업의 효율 성을 제고하려는 움직임이라 할 수 있다.
