I. 서론

세계화의 진전과 함께 개도국의 소외화와 빈곤화에 대처하기 위해 국제사회의 공동노력이 확대되고 있으며, 특히 21세기를 맞이하여 개도국이 당면 한 빈곤, 질병, 환경오염 등 범세계적인 문제들을 해결하려는 국제사회의 의지도 더욱 강해지고 있 다. 이의 일환으로 2000년 UN 총회에서는 빈곤완 화를 포함한 8개의 기본목표를 담은 천년개발목표 (MDGs)가 선언되었다.
