Ⅰ. 국제사회의 ODA의 언타이드 현황

국제사회의 원조 언타이드 노력은 조금씩 결실을 맺어가고 있다. DAC에 언타이드율 보고가 시작된 1979년 DAC 회원국들의 평균 언타이드율은 44% 에 불과했지만 DAC의 최빈국 원조 언타이드 권고 안1)이 통과된 2001년 80%, 2005년 92%의 언타이 드율을 기록하였다.(표 1참조) 이러한 상황에서 한 국은 2010년 DAC 가입 로드맵 중 원조 평가시스 템 구축과 함께 언타이드를 주요한 과제로 설정하 고 있다. 그러나 아직까지 한국의 언타이드 현황은 국제사회에 비해 심히 낮은 수준에 머물러 있다. 최근 잠정 발표된 2006년 DAC 통계에 따르면 DAC 회원국들의 평균 언타이드율은 94.5%이지만 한국은 1.9%에 지나지 않는다.²⁾
