개발협력의 역할은 개도국으로 하여금 빈곤과 성장 사이에 존재하는 악순환고리를 제거해주는 것이고, 그렇기 때문에 원조의 규모를 확대하는 것은 중요하며 특히 혁신적 추가 개발재원이 요구되고 있다.
