서론

한국의 대외원조 규모도 경제규모에 부합하도록 증액해야 된다는 국내적 요구와 국제적 압력이 강해지고 있다. 이와 함께 대외원조를 보다 효율적이며 효과적으로 사용하기 위한 법적·제도적 기반을 갖춰야 될 필요성도 높아지고 있다. 이런 국내외적 변화에 비추어 볼 때, 김부겸의원을 비롯한 21인의 국회의원이 “대외원조기본법안” 을 발의한 것은 시의적절하고 환영할만한 일이다.
