1. 전체법안

■ OECD DAC 가입을 앞두고 매우 시의 적절한 법안 상정이다.

■ 하지만 명목상의 법률이 아닌 보다 체계적이고 전략적인 국제개발원조 수행을 위한 구체적인 방안으로서의 방향성을 가지고 본 법안에 대해 검토해야 한다.

■ 선진공여국은 ODA 정책집행에 있어 통합관리체계를 갖추고 일원화되어 전략적인 원조를 수행하고 있으며, 선진외교의 한 부분으로 국제개발원조를 인식하고 있다
