I. 머리말

2004년 12월말 발생한 남아시아 지진해일과 2005년 10월에 발생한 파키스탄 지진 등 대규모의 해외재난으로 인하여 관련 국가들이 막대한 인적·물적 피해를 입었으며, 세계 각국은 긴급 구호 및 재건을 위하여 정부와 민간이 일체가 되어 피해 국민들을 돕고자 하였다.

우리나라도 해외에서 발생한 대규모 자연재해에 대해 구조·의료팀을 구성하여 선발대를 파견하고, 후속 지원 본대를 파견하는 등 긴급재난에 신속하게 지원하였다. 그러나 우리나라는 피해 발생 4~5일 경과 후 피해 현장에 우리 구조대가 도착함에 따라 현실적으로 생존자 구출이 곤란했었다.
