1. 스웨덴 개발협력의 전략적 문맥

1) 개발원조의 전통

□ 빈곤국들이 적절한 개발원조를 통해서 빈곤을 감소할 수 있고, 민주주의와 시민사회의 협력이 개발 원조의 절차에 필수적이라는 믿음 하에 스웨덴은 45년 전부터 교회, NGO, 시민참여를 통해서 개도 국에 대한 개발원조를 실시해 옴.

□ 식민역사에 대한 부담이 없고, 정치적인 중립성을 유지해 왔으며, 유엔 등의 다자간 기구를 지지하여 개도국 사회에서 높은 인정을 받고 있음.
