Ⅰ. 대외원조법 제정 여부

□ 포르투갈은 대외원조에 관한 기본법을 보유하고 있지 아니하며 99년 국무회의 의결(Resolution of the Council of Ministers, n⁰ 43/99.5.18)로 채택 된 ODA 기본정책을 담은 전략문서(Strategic document)인 ‘Portuguese Cooperation in the Threshold of the 21st century’ 를 토대로 매년 재무부와 외교부간의 협의를 통해 지원규모 등을 국가 예산에 반영

– 동 문서는 유∙무상 원조를 모두 포괄하여 규정
